Rights at the Root: How Converging Evaluation Methods Can Advance Rights-Based Approaches in Conservation
Drawing on IEG’s evaluation Biodiversity for a Livable Planet (FY2010–24), the session shares a methodological journey that combines geospatial analysis against the World Database on Protected Areas, spatial overlays using the LandMark platform and the Garnett et al. dataset to map protected areas in relation to Indigenous Peoples and Local Communities (IPLC) lands, and systematic review of the Bank’s application of its Indigenous Peoples safeguards.

Abstract
Convergence of these methods — each illuminating a different dimension of the same question — made it possible to assess whether conservation investments are genuinely empowering and protecting the communities most essential to biodiversity outcomes.
Rationale and Objectives
The session presents this methodological architecture as a model for how evaluation can move beyond reporting on outputs to interrogating equity and rights, offering the field a replicable framework for surfacing exclusion, elevating marginalized voices, and generating the kind of evidence that democratic accountability in conservation finance demands. It will also share the findings on this aspect.
